Information on the structure of the council and how it is run.

Our constitution

The council constitution framework sets out how we operate and how decisions are made together with the procedures which are followed to ensure that decisions and functions are efficient, transparent and accountable to local people.

Council democratic structure (political)

The council is made up of 72 elected members (councillors) from a range of political groups who are the council's decision makers, agreeing policies and spending priorities. Your councillors (modern.gov) (opens new window)

The leader of the council is elected by the council and leads the cabinet.

The cabinet is made up of the leader and 9 councillors who are appointed cabinet members.

The lord mayor is appointed on an annual basis by the council.

Working with independent bodies

In order that the council can maintain effective partnerships with independent bodies which have an impact on council services, representatives of the council (usually elected councillors) sit on the various committees and forums that are responsible for them. Outside bodies (modern.gov) (opens new window)

Contact Centre

The Contact Centre is located in the Civic Centre and provides a one-stop shop for residents to carry out a number of tasks including paying council bills. Where face to face contact isn't required we provide a large number of services online.
