A premises licence will cover the sale and supply of alcohol, the provision of regulated entertainment and the provision of late night refreshment.
What is regulated entertainment?

exhibition of a film
indoor sporting events
boxing or wrestling entertainment
performance of live music
playing of recorded music

What is late night refreshment?
This is the sale of hot food or drink between 11.00pm and 5.00am.
Applying for a new premises licence
You should fill in the application form in full. Please make sure that you read the guidance notes before filling in the form.
If you wish to sell alcohol you will also need to give the name and details of a designated premises supervisor (DPS). They will have to hold a personal licence. The DPS will have to fill in the consent form in Appendix C in the application pack.
You should create a plan of the premises and return this with the finished form. Guidance is in Appendix A of the application pack.
If you are applying for a New Premises Licence or a Variation to a current premises licence please contact us before sending the application. We can then make sure that all information and dates are agreed. We encourage applicants to talk about proposals with our Licensing officers and to send in draft applications. The officers will tell you if the applicant needs to talk about the proposals with the responsible authorities. If you do not make contact your application may be delayed and costs of advertising/putting up notices may have to be paid unnecessarily.
The day after you have sent the application to us you must advertise the application with a notice on the premises. Appendix E has a template for your notice.
Within 10 working days after you send the application, you must also advertise the application in a local newspaper.

How to apply for a new premises licence
Our
new premises guidance pack (PDF, 494 KB) explains how to apply for a new premises licence and includes copies of the forms you will need to complete. You should read this carefully as you complete the forms. This document is 55 pages long so we wouldn't recommend printing it out.
If you apply by post you should make cheques payable to 'City and County of Swansea' and send it with your completed form.
Tacit consent
We have a target period of 40 days to process this notice. We aim to acknowledge your application and to begin processing it within this period. If you have not heard from us by the end of this period you will be able to act as though your application is granted.
Please note that this target period only begins when we receive a complete application including any supporting documents and payments.
For minor variations tacit consent does not apply. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us using the details below.

Any applicant who is refused a certificate or who wishes to appeal against a condition attached to their certificate can appeal to their local Magistrates' court within 21 days of the decision appealed.
We hold a public register of all premises licensed by us under the Licensing Act 2003. To view the register please contact Licensing to arrange a time. The register is only available to view during office hours.
If you want to make a small change to your premises licence you can apply for a minor variation. This is a cheaper and quicker way of amending your licence.
Only the holder of the Premises Licence can make an application to vary the Designated Premises Supervisor. If the Designated Premises Supervisor leaves the licensed premises then a variation must be made immediately. You will not be authorised to sell alcohol until the correct application has been made. You will need to obtain consent from the new Designated Premises Supervisor.
If a premise has been sold or changes ownership you can apply to transfer the premises licence. You will need to obtain consent from the existing licence holder.
Following the death, incapacity, insolvency or change of immigration status of a premises licence holder an interim authority notice may be made in order that the premises licence doesn't lapse.
