Pavement café licence

You will need to have a licence if you wish to place tables, chairs and umbrellas on footways or in pedestrian areas for the consumption of food and/ or beverages.

In partnership with EUGO : This link opens in a new window Tables, chairs and umbrellas are typically placed on the highway between 7.30am to 9.30pm but this is site specific and hours may be reduced/increased based on specific location or merits. They must be removed immediately if needed to permit works in or the use of the highway by the council, police, fire and ambulance services and any statutory undertaker.

The area licensed for the pavement café must be operated in such a way so as not to cause any nuisance or annoyance to the owners or occupiers of adjoining premises and to all users of the highway.

The transfer of food and drink to the tables and chairs is undertaken by members of staff of the premises. If you wish to serve alcohol in the area a premises licence is needed which must include the pavement café area. If you have an existing premises licence you can apply for a variation to cover the pavement café area.

The licence for a pavement café lasts for one year.

If you intend to advertise on the barriers please discuss your plans with the highways department as some advertisements may not be suitable.

You will need to have public liability insurance of at least £5 million. A copy of the current certificate of insurance must be provided with your application. You will be able to upload an electronic version as part of the form.

If you fail to comply with these requirements your licence may be revoked.

A fee of £33.00 per chair should be paid. You must submit your fee with the application.
