Before you complete the scrap metal dealers form

You will need the following information to complete this form. You should make sure you have all of this before you start filling in the form.

A valid, 'Upper Tier' Waste carriers certificate in order to transport Scrap Metal. You can apply or renew an upper tier registration on the Natural Resources Wales website. The application form is online and you will need to create an account if you don't already have one. The cost of a new upper tier registration is £154. This expires after three years. The cost of renewing an upper tier registration before the expiry date is £105.
A Basic Disclosure Certificate which is dated within the last three months. You can apply for a basic DBS check on the Gov.uk website. The application form is online and you will need to create an account if you don't already have one. You will also need to prove your identity as part of the application and may need to upload ID. The cost of a basic DBS check is £18.00.
A payment method to pay your fee online. We can accept debit and credit card payments through this form. We are unable to accept cash payments

Waste carriers licence

2. Upper tier waste carrier's registration number
  Your upper tier waste carrier's registration number is made up of four letters and a series of numbers for example CBDU123456
3. You must be registered as an upper tier waste carrier before we are able to issue you with a scrap metal dealers licence.
  
  You can find out information about registering on the Natural Resources Wales website. There are two levels of registration – upper tier and lower tier. They are based on organisation type or waste type and not on quantities of waste. You may still be required to register in the upper tier even if you only transport or deal in very small amounts of waste.
Basic DBS check
1. Do you have a basic Disclosure and Barring Service (DBS) received in the last three months?*
