Replacement Local Development Plan (RLDP) 2023 - 2038

Work is underway on a Replacement Local Development Plan (RLDP) for Swansea. The new Plan will replace the existing LDP and will provide the new blueprint for future development across Swansea up to 2038.

A Delivery Agreement (DA) for the Swansea RLDP has been prepared, based on the findings set out in a comprehensive review of the adopted LDP. The Council formally approved the DA on 6 July 2023, which has also been agreed by the Welsh Government.

The DA confirms exactly how the process of replacing the LDP will be undertaken, including all the ways that you can get involved. It sets out the timescales and key stages of the plan preparation process, including details of the first key stage - the call for candidate sites

Local Development Plan review report

To make sure that Local Development Plans (LDPs) remain up to date, councils are required to review their plans at least once every four years.

Delivery agreement

The delivery agreement is the first key stage in the preparation of the Swansea Replacement Local Development Plan (RLDP).

Candidate sites

A candidate site is a defined area of land submitted to the Council by an interested party for potential inclusion in the Replacement LDP (RLDP).

Vision, Objectives and Strategic Options

Identifying the issues , opportunities and challenges facing Swansea, and defining a vision and set of overarching objectives will set the strategic agenda for the RLDP.

Integrated Sustainability Appraisal and Habitats Regulations Assessment

The RLDP will be informed by Integrated Sustainability Appraisal and Habitats Regulations Assessment (HRA) to ensure the social, economic and environmental effects of the RLDP are assessed.
